Select a different operating system

Support for East Asian languages is embedded in Windows 2000.
All you need to do is activate it.

Open "Control Panel" > "Regional Options".

Check "Japanese" and click "OK".

You may be prompted to insert the Windows 2000 installation CD-ROM. After installation it might be necessary to restart your computer.
